John (Jack) Stephen Dullard Scholarship

In December of 2023, the John (Jack) Stephen Dullard Scholarship was established with the Winona State University Foundation. The scholarship was created to benefit and encourage WSU football players with majors within the College of Business or the College of Liberal Arts.

Criteria

  • Student must be an undergraduate WSU football player currently listed on the team roster and eligible to play
  • Student must have a declared major within the College of Business or the College of Liberal Arts
  • Student must be enrolled full time (12 credit hours)
  • Student must have a minimum 2.9 GPA
  • Student must demonstrate financial need; financial need should not be based solely on FAFSA

Background and Motivation
John (Jack) Stephen Dullard was the father of Winona State University alumni John Patrick Dullard and Dr. Sue Dullard. Jack was born July 11, 1924 in Dekalb, Illinois, the first of 7 children born to the Dullard family. Following graduation from high school and at the outbreak of WWII, Jack enlisted in the Navy. During the war, Jack was stationed in London, England and witnessed the invasion of Normandy on D-Day from a naval ship at sea. After the war, Jack went to work for the local phone company, where he would meet his first wife and the mother of his children, Rita. Jack and Rita would have 6 children, Stephen, Gail, John, Suanne (Sue), JoAnn, and Robert. In 1960, Jack and Rita would move to the countryside and purchase a farm where they would raise their 6 children. Jack was very invested in civic duty and politics, and in 1972, he was a delegate to the Democratic Convention. After 38 years of working for AT&T, Jack retired and, following the passing of Rita, moved to Florida where he would meet his second wife, Jean. After retiring, Jack took up golf and religiously contacted all 6 of his children every week, being an attentive father and grandfather. Jack passed away on April 14, 2022 at the age of 97. As a father, Jack instilled the values of civic engagement, hard work, and perseverance in his children. He also encouraged all six of his children to pursue and achieve college degrees. Jack and his son, John, toured the Winona State University campus in the Spring semester of 1980, and ultimately, Jack encouraged his son to attend Winona State. John played as a defensive end, defensive tackle, and linebacker for WSU and graduated in 1980. He then served in the Navy as a Naval Aviator for 12 years and earned his Masters in Operations Management from Troy University. Following his honorable discharge from the military, John was a pilot for United Airlines for 29 years. Jack’s daughter, Dr. Sue Dullard, would also attend Winona State University and graduated with honors in 1980. She would go on to earn her Doctorate of Dental Surgery from University of Minnesota in 1986. Sue purchased her own practice and worked as a dentist. John created this scholarship fund in memory of his father and with the aim of aiding and alleviating the financial burdens of WSU football players and pay forward the experience of playing collegiate football and enjoy a tremendous academic experience.
